Admin ops: Approve partners and mint offline packs

Admin Channel manages partners and can mint offline retail packs without Razorpay. Single consumer keys (not channel packs) are issued separately under Admin → Licenses.

   Seed channel defaults

   From apps/api: python manage.py seed_channel_defaults (college 40% / distributor 30% on Essential).

   Approve or create partners

   Admin → College & Distributor (/channel). Applications tab: Approve (sets discount, creates login). Or Create account on Colleges / Distributors. Configure Price rules as needed.

   Issue offline retail pack

   On Colleges or Distributors, click Issue pack. Enter quantity (1–5000). This creates a fulfilled channel order (promo CHANNEL_OFFLINE) and mints keys immediately.

   Download CSV / PDF

   After issue, download the retail CSV and A4 PDF, or later from Orders → Download CSV / Download PDF while keys_downloadable is true (7 days).

   Resend download window

   Orders → Resend keys extends the 7-day plaintext window only when keys are still stored. It does not regenerate wiped keys.
